Logistics Branch

The Logistics Branch is responsible for emergency resource management, accountability, and distribution. The branch manages the EMA fleet, Emergency Management Assistance Compact (EMAC) operations, Intrastate Mutual Aid Compact (IMAC) and Emergency Support Function (ESF) 7 in the State EOC during activations. The branch is also responsible for the Ohio EMA Geographic Information Systems (GIS) function.


The Branch maintains a cache of resources for use by state and local agencies that are deployable around the state. This cache includes mobile emergency power generators, sandbags, shelter supplies and a commodity point of distribution support kit.

The Branch also maintains a comprehensive list of resources owned by Ohio EMA and other state and local agencies that can be directly drawn upon in disaster or emergency situations or made available through county-to-county mutual aid. The list is maintained in WebEOC and can be viewed by everyone with a log in.


Ohio EMA utilizes GIS to assist with achieving and maintaining a common operating picture by geographically plotting the location of impact areas, critical infrastructure, resource locations, impacted and at risk populations, and other information to assist with decision making.


EMAC is the first national disaster-relief compact since the Civil Defense and Disaster Compact of 1950 to be ratified by the U.S. Congress. Since ratification and signing into law in 1996 (Public Law 104-321), 50 states, the District of Columbia, Puerto Rico, Guam, and the U.S. Virgin Islands have enacted legislation to become EMAC members. Ohio EMA is the state agent for the EMAC in Ohio. The Ohio EMA Logistics Branch is responsible for facilitating the receipt of mutual aid via EMAC from other states for incidents within Ohio and sending Ohio mutual aid resources to other impacted states.


The Ohio Intrastate Mutual Aid Compact (IMAC), Ohio Revised Code Section 5502.41, was enacted into law on December 23, 2002. The purpose of IMAC is to provide for mutual assistance or aid among the participating political subdivisions for purposes of preparing for, responding to, and recovering from an incident, disaster, exercise, training activity, planned event, or emergency, any of which requires additional resources.

All political subdivisions in Ohio participate in IMAC unless they enact or adopt, by appropriate legislation, ordinance, resolution, rule, bylaw, or regulation signed by its chief executive, a decision not to participate and provides a copy of the legislation, ordinance, resolution, rule, bylaw, or regulation to the Ohio Emergency Management Agency and to the county-wide emergency management agency, regional authority for emergency management, or program for emergency management within the political subdivision.
