Dark Sky: Long-term Power Outage Tabletop Exercise (TTX) Toolkit

In 1859, a solar coronal mass ejection (CME) hit Earth’s magnetosphere and induced one of the largest geomagnetic storms on record. A solar storm of this magnitude occurring today would cause widespread electrical disruptions, blackouts and damage due to extended outages of the electrical grid.

In 2012 an unusually large and strong CME, similar to the Carrington Event of 1859, missed Earth with a margin of approximately nine days. Extreme wing and weather, hurricanes, software glitches, ice-storms, and even squirrels have caused cascading power outages.

In other countries such civil unrest and poor maintenance have also contributed to the loss of power, There is also a possible threat of a electro-magnetic pulse or cyber threat from our enemies that could one day cause parts of our country to go dark.

Emergency preparedness exercises can be a daunting and costly undertaking. This toolkit was developed to provide a free product for jurisdictions to better prepare the whole community to plan for, respond to, and recovery from such incidents.

This Dark Sky: Long-term Power Outage Tabletop Exercise (TTX) Toolkit provides all of the materials and information necessary to easily plan and host a tabletop exercise.

The exercise covers three main objectives:

  1. Preparedness – Discuss the plans to deliver coordinated, prompt, reliable and actionable information to the whole community during a long-term power outage (LTPO).
  2. Response – Discuss the ability to stabilize critical infrastructure functions, minimize health and safety impacts, and efficiently restore vital systems and services.
  3. Recovery – Discuss the capability and needs for critical government functions and business activities to return to normal operations.
