The Citizen Corps mission is to bring community and government leaders together to coordinate the involvement of community members in emergency preparedness, planning, mitigation, response, and recovery.
The Ohio Emergency Management Agency collaborates with the Ohio Community Service Council (OCSC) as a member of the Ohio Citizen Corps Council in delivering Citizen Corps programs to Ohio.

There are five key programs under the auspices of Citizen Corps: Community Emergency Response Teams, Volunteers in Police Service, Neighborhood Watch Program, Medical Reserve Corps and Fire Corps. The Terrorism Awareness & Prevention program is an additional outreach initiative unique to the State of Ohio. These Citizen Corps programs form the basis, the foundation by which communities may structure additional initiatives based on need.
The Plans Branch of the Ohio Emergency Management Agency (the State Administering Agency for Homeland Security Grants) administers the Citizen Corps Grant in Ohio.
